If it's zoomed out really far, moving the cursor a little will move a whole lot more. If you're zoomed in really close for instance moving the cursor will only move a few seconds back and forth. Keep in mind the amount your track is zoomed in or out will decide how much time moving back and forth in the track will take. You should also be able to simply move the play and edit cursors together when the track is stopped by pressing or holding the left and right arrow.
